CODE OF CONDUCT

Effective for all presenters, DJs, producers, volunteers, guests and contributors
1. Respect & Professionalism
Treat everyone with dignity, courtesy and respect.
No bullying, harassment, intimidation, threats or personal attacks.
Differences of opinion are welcome; abusive or degrading behaviour is not.
Keep communication professional when representing the station.
2. On-Air Conduct
Presenters are responsible for the content they broadcast.
Do not deliberately broadcast material that is threatening, hateful, discriminatory or abusive.
Avoid defamatory statements and unverified allegations about individuals or organisations.
Respect copyright, licensing and intellectual-property rights.
Clearly distinguish personal opinions from official station statements.
3. Equality & Inclusion
The station welcomes people regardless of race, nationality, ethnicity, religion, gender, sexual orientation, disability, age or background.
Discrimination or hate speech has no place within the station.
4. Guests, Listeners & Contributors
Treat callers, guests and listeners respectfully.
Do not deliberately embarrass, humiliate or provoke someone.
Obtain appropriate permission before recording or broadcasting private conversations.
Protect personal information and do not share someone's private details without permission.
5. Social Media & Online Behaviour
Anyone representing the station online should remember that their conduct can affect the station's reputation.
Do not use station accounts for harassment or personal disputes.
Do not impersonate another person or station representative.
Do not publish confidential station information.
Respect other broadcasters, stations and members of the public.
6. Conflicts of Interest
Presenters and staff should disclose relevant conflicts of interest where appropriate.
Station resources, airtime or platforms must not be used to pursue personal disputes or private agendas.
7. Complaints & Disputes
Concerns should be raised calmly and through the appropriate station management channel.
Where possible, complaints will be:
Acknowledged.
Considered fairly.
Discussed with the people involved.
Resolved proportionately.
Retaliation against someone who raises a genuine concern is not acceptable.
8. Safeguarding
Any concern involving threats, exploitation, serious harassment or the safety of a person should be reported to station management promptly. Where appropriate, matters may also need to be referred to the relevant authorities.
9. Enforcement
Breaches of this Code may result in appropriate action, including a warning, removal of content, suspension of broadcasting privileges or termination of a person's involvement with the station.
Serious matters may require immediate action.

ONLINE RADIO NETWORK LAWS & MEMBERSHIP STANDARDS
For Every Radio Station That Signs Up

Important: These are membership rules for stations joining the International Online Radio Station Regulator, not laws enacted by a government. Each station remains responsible for complying with the laws and broadcasting regulations applicable in its own country. For example, Irish broadcasters are subject to the applicable rules of Coimisiún na Meán, while UK online-only radio is treated differently by Ofcom.
1. MEMBERSHIP
Any online radio station may apply to join the network, subject to acceptance of these standards.
By signing up, the station agrees to:
Follow these membership standards.
Respect listeners, presenters, guests and other stations.
Comply with the laws applicable to its operation.
Maintain responsibility for everything broadcast through its service.
Cooperate with reasonable complaints and compliance investigations.
2. RESPECT FOR PEOPLE
Member stations must not tolerate:
Bullying or harassment.
Threats or intimidation.
Discrimination.
Hate speech or incitement to hatred or violence.
Personal attacks intended to humiliate or abuse another person.
Deliberate publication of someone's private information.
Respectful disagreement and legitimate criticism are permitted.
3. ON-AIR RESPONSIBILITY
Every member station must take reasonable responsibility for its programming.
Stations should:
Keep offensive or harmful material appropriate to the expected audience.
Consider the protection of children.
Clearly identify programmes and material where appropriate.
Avoid deliberately misleading listeners.
Correct significant factual errors when reasonably necessary.
Take particular care when discussing allegations concerning identifiable individuals.
These principles are consistent with major broadcasting standards, including Irish rules concerning harm, undue offence, privacy and audience protection.
4. NEWS & CURRENT AFFAIRS
Where a member station broadcasts news or current-affairs programming:
News should be presented accurately and responsibly.
Fact should be distinguished from opinion.
Significant allegations should be treated carefully.
Political and public-interest subjects should be handled fairly.
Presenters should not deliberately present personal opinion as established fact.
Where the station is legally subject to specific impartiality or fairness requirements, those requirements continue to apply.
Irish broadcasting legislation, for example, requires news and current affairs covered by its statutory broadcasting provisions to meet specified standards of objectivity, impartiality and fairness.
5. POLITICAL CONTENT
Member stations may broadcast political discussion where lawful, but must:
Avoid threats and incitement.
Distinguish political commentary from factual reporting.
Follow applicable election and political-advertising laws.
Not knowingly publish materially false information as fact.
Treat guests and opposing viewpoints respectfully.
Nothing in these membership standards gives the Regulator authority to override a country's election or broadcasting laws.
6. PRIVACY
Stations must respect reasonable expectations of privacy.
Do not broadcast or publish private information simply to embarrass, threaten or target someone.
Before recording or broadcasting private conversations, stations should obtain appropriate consent where required.
Privacy is also a specific regulatory concern for broadcasters in jurisdictions including Ireland and the UK.
7. COPYRIGHT & MUSIC
Each member station is responsible for ensuring that it has the necessary rights, licences or permissions for the music, recordings, programmes, images and other copyrighted material that it broadcasts.
Joining this organisation does not automatically provide a music licence.
For example, Ofcom states that UK internet radio stations may operate without an Ofcom broadcast licence but still need appropriate music licences.
8. ADVERTISING & SPONSORSHIP
Member stations must:
Clearly identify advertising and sponsorship where required.
Not deliberately mislead listeners.
Follow applicable advertising laws.
Take particular care with advertising aimed at children.
Keep commercial interests separate from independent editorial decisions where applicable.
Advertising and commercial communications are regulated matters in jurisdictions including Ireland.
9. PRESENTERS & STAFF
Every station agrees to provide its presenters and staff with clear expectations regarding:
Professional behaviour.
On-air conduct.
Social-media conduct when representing the station.
Confidentiality.
Complaints.
Conflicts of interest.
Safeguarding.
A station should not use its management position to bully, threaten or intimidate presenters.
10. STATION-TO-STATION CONDUCT
Member stations must respect other member stations.
Prohibited conduct includes:
Deliberate harassment of another station.
Coordinated abuse of another broadcaster.
Impersonating another station.
Deliberately interfering with another station's operation.
Publishing confidential information obtained through the network.
Making knowingly false claims designed to damage another member.
Healthy competition is permitted.
11. COMPLAINTS
The Regulator should provide a complaints process through which:
Listener → Station → Regulator
A complaint should normally include:
Name of station.
Programme or presenter involved.
Date and approximate time.
Description of the issue.
Relevant recording, screenshot or other evidence where available.
Stations should be given a reasonable opportunity to respond.
12. INVESTIGATIONS
Where there is a credible complaint, the Regulator may:
Request information from the station.
Review relevant recordings or material.
Ask the station for an explanation.
Make recommendations.
Issue a compliance warning.
Require an agreed corrective action.
Suspend or terminate membership for serious or repeated breaches.
The process should be proportionate and give the station a reasonable opportunity to respond.
13. SERIOUS BREACHES
A station's membership may be suspended immediately where there is credible evidence of serious conduct such as:
Threats • Incitement to violence • Hate speech • Serious harassment • Deliberate privacy violations • Fraudulent use of the organisation's identity • Serious unlawful activity connected with the station
Any action taken by the Regulator does not replace the role of police, courts or statutory regulators.
14. RIGHT TO APPEAL
A station that receives a suspension or termination decision should have the right to request a review.
The appeal should be considered by someone who was not solely responsible for the original decision where reasonably practicable.
The station should receive the outcome and the reasons for the decision.
15. INDEPENDENCE
The International Online Radio Station Regulator should not control the creative identity of member stations.
Stations retain responsibility for:
Their music.
Their presenters.
Their programmes.
Their station identity.
Their editorial decisions.
Their commercial arrangements.
Membership means agreeing to minimum standards of responsible broadcasting—not surrendering ownership or editorial independence.
16. LOCAL LAW ALWAYS APPLIES
These membership standards do not replace national law.
If the law in the country where a station operates imposes a higher or different requirement, the station must follow the applicable law.
For example, Ireland has statutory broadcasting obligations covering matters including privacy, harm, advertising and news/current affairs.
17. SIGN-UP DECLARATION
MEMBER STATION AGREEMENT
We confirm that our radio station wishes to become a member of The International Online Radio Station Regulator.
We agree to respect the Online Radio Network Laws & Membership Standards and to operate our station responsibly.
We understand that membership does not replace any licence, copyright permission, music licence, broadcasting authorisation or other legal requirement applicable to our station.
We agree to cooperate with reasonable complaints and compliance procedures.
We understand that serious or repeated breaches may result in suspension or termination of membership.
